Voting by mail and voting by absentee ballot are the same exact thing. Both involve using a mail-in ballot to vote instead of voting in person.
The majority of states will let any registered citizen vote by mail. Some states require that voters provide a reason or an excuse for voting by mail instead of voting in person. In 2020, COVID-19 is almost always an accepted excuse.
