North Dakota vote by mail rules

Any North Dakota resident can request a vote by mail ballot.

North Dakota vote by mail ID requirements (request)

You must include your North Dakota driver's license number, state ID number, or tribal ID number to request a ballot. If you do not have one of these, it has expired, or it does not contain your address, name, and date of birth, you must submit a copy of another form of ID AND an acceptable document. Acceptable documents must be government-issued and show your name and current North Dakota address, such as a utility bill.

North Dakota vote by mail ID requirements (return)

You do NOT need ID when returning a voted ballot.
